The Durbin Amendment provided all merchants with choice on debit transaction routing. This webinar focused on strategic and operational insights as well as legal aspects of debit routing, a subject that is especially timely given Visa’s EMV-related rule changes that were prompted by the FTC's recent investigation of Visa’s restrictive routing rules and requirements.

Moderator: Liz Garner, SVP, Policy & Public Affairs, Merchant Advisory Group

Liz Garner serves as SVP, Policy & Public Affairs of the Merchant Advisory Group (MAG). In her role, she focuses on industry and public affairs advancing the MAG’s mission of positive change in payments through collaboration. Previously, Garner served as Director, Commerce & Entrepreneurship at the National Restaurant Association (NRA) where she represented the restaurant and foodservice industry before Congress and numerous regulatory agencies on issues impacting restaurant profitability & entrepreneurship, including retail and mobile payments, data security and privacy, emerging technologies, patent trolls, tax, finance, travel and tourism, and other issues. Before joining the National Restaurant Association Garner served as Director, Government Relations for the Food Marketing Institute (FMI) focusing on public policy issues impacting grocery store payments, emerging technologies, nutrition programs, and financial services. Liz also served as the staff liaison to the FMI Electronic Payments Committee. Liz has an undergraduate degree from Vanderbilt University, a Masters in Government from Johns Hopkins University, and is a native of Texas.


Speaker: Doug Kantor, Government Affairs/Public Policy & Partner, Steptoe

Douglas Kantor is a partner in Steptoe's Washington office, where he is a member of the Government Affairs & Public Policy Group, focusing on government relations.

Mr. Kantor provides governmental advocacy, strategic advice, and legal counseling services to a range of clients before the congressional and Executive branch agencies.  He advocates for clients in areas including financial services, technology, energy, tax issues, the judiciary, and appropriations.  He also provides legal representation for clients facing investigations by state attorneys general and the Congress.

Laura TownsendLaura recently took on a new role as SVP of Operations of the Merchant Advisory Group. In her prior experience, she has led corporate cash, consumer payment, and global digital product management initiatives including emerging innovative consumer experience opportunities at McDonald’s Corporation most recently as the Senior Director, Global Cashless & Digital Products. In addition, Laura has held various leadership roles on external industry boards and special interest groups with the objective to drive positive change in payments through multi-stakeholder collaboration and education.
