The Fed is requesting input from industry stakeholders regarding a governance framework for a new organization to be named the “U.S. Faster Payments Council”. This organization is the next phase of the former Faster Payments Task Force and its goal is to “develop a faster payments governance framework, inclusive of all stakeholders, to make decisions to facilitate interoperability and achieve ubiquity of faster payments in 2020, as well as navigate future challenges as technology and end-user needs evolve.” The feedback window closes June 22, 2018.

Please join MAG staff and merchants to hear more about the Faster Payments Task Force, MAG's perspectives on the new governance structure, and the comments that we are submitting to the Fed. Our hope is that a consolidated voice from the merchants will lead to a more balanced, inclusive framework for this new organization.


Presenter: Reed Luhtanen (Sr. Director Payments Strategy, Walmart)

As Senior Director of Payments Strategy, Reed Luhtanen has responsibility for Walmart’s payments-related public policy and public relations initiatives and, along with an internal leadership team, for establishing Walmart’s payments acceptance strategies.  Reed has been with Walmart since 2005, when he joined the Licensing Compliance team as a law clerk while attending the University of Arkansas School of Law. Since joining Walmart’s Corporate Treasury team in 2008, Reed has had responsibility for government benefits acceptance, the company’s global gift card program and debit card acceptance. In 2015, Reed was recognized by PayBefore Magazine as one of the Top Ten Payments Lawyers and honored as a member of the “40 Under 40” class by both the Arkansas Business Journal and the Northwest Arkansas Business Journal.

Mark Horwedel is a 40 year payments veteran having spent 20 years with 3 different regional debit networks (18 as CEO). Mark spent 10 years working in banks and credit unions and more recently 5 years at Walmart as Director of Payments. He has served as CEO of the Merchant Advisory Group, a unique merchant trade association focused on payments, for the last 6 years. The MAG’s membership consists of 97 of the largest merchants in the US. Sponsors include all of the payments networks as well as 8 of the largest merchant acquirers. Mark frequently represents the MAG at payment industry events where he is a frequent speaker and panelist.
