This webinar provided an in-depth review of the EMV Liability Shift for Petroleum merchants, including callouts on fallback transactions, PIN bypass, and exceptions to liability shift dates. The presenters walked through the various factors that impact liability for both counterfeit and lost & stolen transactions.

The presentation also included strategies for minimizing fraud at the AFD, as well as various resources available as you prepare for EMV and the pending liability shift.

Learning Objectives:

  • Explore the dates for the liability shift that have been impacted by COVID-19 and the exceptions that exist for lost/stolen fraud 
  • Define fallback and PIN Bypass transactions and learn how they can increase approvals but carry risk
  • Label the scenarios where merchants are liable for fraud dependent on the card type presented and the terminal capabilities

Linda Toth is the Managing Director for Conexxus, which is a non-profit, member-driven technology orga­nization.  Conexxus is dedicated to the development and implementa­tion of standards, technologies innovation and advocacy to improve business processes, reduce costs and increase productivity for the convenience and fuel retailing industry.  In her current role, Linda has oversight of all day-to-day operations of the organization.  In addition, she advocates on behalf of the convenience industry at EMVCo, the US Payments Forum (formerly the EMV Migration Forum) Petroleum Working Group, and the National Conference on Weights and Measures.  Linda also participates in the World Wide Web Consortium (W3C), ANSI X9 subcommittees working on payments, and is the facilitator for the Petroleum SIG at the Merchant Advisory Group (MAG).   

Prior to joining the Conexxus staff in 2011, Linda worked for 7 years at VeriFone’s Petro division developing POS/EPS software and for 15 years at OPW Fuel Management Systems designing automatic tank gauge and leak detection equipment and software. She has been engaged with Conexxus/PCATS since its inception, holding various leadership roles within the Device Integration Committee and its working groups.
